Radio 1: De Tweede Kamer wil opheldering van minister Koenders over de Nederlandse betrokkenheid bij politietrainingen in Papua. Acht fracties hebben daarover maandag schriftelijke vragen gesteld. De aanleiding is een uitzending van het NPO Radio 1-programma Bureau Buitenland.

Wikipedia is een prachtige zoekmachine, maar net als bij andere literatuur moet je de opgegeven bronnen raadplegen, het liefst in een sneeuwbaleffect tot je aan een primaire bron bent. En als er geen bronvermelding is, blijft het alleen maar een aardig verhaal. Als ik al die nullen zie, zijn er geen betrouwbare bronnen, in ieder geval geen primaire. Het zijn dan verhaaltjes die steeds in een andere vorm worden doorverteld, met een variatie in de nullen. Naar gelang het zielig of triomfantelijk moet klinken. Heel erg goed mee oppassen. Die nullen kun je niet gebruiken in formele aanklachten, het zijn zware beschuldigingen die je wel ergens op moet verantwoorden. En dat lukt niet, heb ik begrepen.

***A member of regional parliament in Papua province said he supports the proposal for the United Nations Human Rights Council to investigate human rights violation incidents since the Pepera referendum in 1969.
“Violations of human rights in 1969 were terrible. It killed one generation. But, until now there has been no solution to the matter. That’s why the aspiration from the Australian Catholic Church needs to be supported,” said Yunus Wonda, chair of the regional parliament, on Tuesday, May 3.
Wonda said he expected an international plea for the Indonesia government to investigate human rights violatiosn in Papua. He aslo admitted foreign countries have more data on human rights abuses in Papua compared to the Indonesian government.
“While we are lacking data, the rest of the world has comprehensive information. They even have video,” he said.
Wonda also said Papua’s issue needs dialogue to solve the problem, including the involvement of many parties including those that oppose the government.
“The dialogue should involve all parties including those who still fight for Papua’s independence abroad and live in the jungle. Don’t ask us to be involved, because we are bound by our pledge to be part of the government in Papua,” he said.
Wonda also said regional government has reminded security officials not to use violence when dealing with demonstrators or other protests.
Meanwhile, reacting to the report, Indonesia’s Coordinating Minster for Political, Legal & Security Affairs Luhut Panjaitan told Rappler in a text message, “If there is any evidence, we will conduct an open investigation.”

“Tja als je het gebied voor pers en onderzoekers afsluit moet het stiekum” Hoe ben je dan aan al die nullen gekomen? Een beetje rechter zal toch vragen naar een turflijstje? Tenslotte is Indonesië een bevriende soevereine staat. Beschuldigingen zullen dan ook behoorlijk onderbouwd moeten zijn. Zelfs als je niet verder komt dan schattingen zullen die onderbouwd moeten zijn. Anders is het een natte vinger in de lucht. Ik voel met u en met al die mensen die het aangaat mee. Maar met die gevoelens kom je niet ver. Alleen maar ruzie.

*** One week after the meetng in Brisbane, a two person delegation from the Catholic Justice and Peace Commission of the Archdiocese of Brisbane set foot on Papuan soil to speak to Papuans directly about their situaton. The Pacifc Islands Forum (PIF) Leaders Summit in Port Moresby in September 2015 had agreed to send a human rights fact
finding mission to West Papua, but the Indonesian Government has not allowed this to happen.
However, because of the Indonesian Government’s unwillingness to accept a PIF mission, our delegation effectively became the first of a number of shadow human rights fact finding missions to West Papua from the Pacific.
Dr James Elmslie’s demographic projections for Melanesian people in West Papua present a stark picture. Since 1971, he estimates the Melanesian proportion of the population in West Papua has declined from around 96% to a present day minority of 48.73%; and he projects the proportion will decline to 28.99% in four short years in 2020.
It is no wonder that Papuans, seeing the rapid changes around them, believe their situation is desperate. It is also the reason why the ULMWP leadership claims that “We will lose everything!” unless there is a dramatic shift in the political situation in West Papua in the next few years.
In all the places our delegation visited, Papuans criticised the seizure of their traditional lands. Much of it has been taken to provide living space for the Indonesian migrants and for the infrastructure needed to service a rapidly growing population. Large parcels of land are also being seized for economic development by Indonesian and multi
national corporations. Large tracts of land have been taken for oil palm and sugar cane plantations and for other purposes. The Merauke Integrated Food and Energy Estate (MIFEE) has seen as much as 1.2 million hectares of traditional lands assigned for development by these corporations. The Palm Oil Atlas written by Franky and Morgan lists the palm oil concessions granted across all of West Papua. The total area covered by these concessions is almost 2.7 million hectares and, as at 2015, almost 0.5 million hectares are already operating as plantations.
In one village our delegation visited in the Merauke district, it was estimated that tribal groups have lost over 50% of their lands for migrant accommodation and acacia and eucalyptus plantations since the 1980s.

Journalisten welkom in Papua, onder bepaalde voorwaarden

Zondag 10 mei 2015 maakte president Joko ‘Jokowi’ Widodo bekend dat buitenlandse journalisten weer welkom zijn in Papua.
Maar, zegt de minister van politieke, juridische en veiligheidszaken Tedjo Edhi Purdijatno, journalisten moeten dan wel aan bepaalde voorwaarden voldoen.
Zo mogen verslagen onder meer geen laster en onfeitelijkheden bevatten, niet onevenwichtig zijn en de Indonesische regering niet in een kwaad daglicht stellen.
Dat schrijft Kompas.
Ook moeten buitenlandse journalisten eerst toestemming vragen om Papua te mogen bezoeken.
De minister meent dat er eerst een selectie moet plaatsvinden om te bepalen wie er verslag mag doen in Papua.
Het leger en de politie zijn immers verantwoordelijk voor hun veiligheid, aldus de minister.
Via Twitter zegt Al Jazeera-correspondent Step Vaessen dat er in feite dus niets is veranderd,
terwijl president Jokowi haar in een exclusief interview heeft verteld dat het buitenlandse journalisten vrij staat om naar Papua te komen,
en dat daar geen voorwaarden aan zijn verbonden.

In de, 2015 pagina’s tellende aanklacht bij de UN Human Rights Commission was sprake van “tussen de 100,000 en 500,000 (!) doden” in de 50 jaar dat Indonesie ons vml.Nederlands Nieuw Guinea bestuurde.Als ik de cijfers van Wikepedia moet geloven, zouden gedurende de “Politionele Acties” tenminste 160,000 Indonesiers het leven hebben gelaten.Dat cijfer steekt dan wel schril af tegen de in de aanklacht genoemde 100-500,000 Papua’s.Waren wij niet die “lelijke kolonisators”?En doet de VN daar( de aanklacht) wat mee?Zoals ik eerder elders schreef” Ik twijfel”.
